The comic panel must be from an imaginary "what if" or dream episode. Superman's uniform, which was assembled by Ma Kent for Superboy from his Kyrypton baby blankets, stretches, if pulled by super strength.
Actually, I think it's an artist doing a sort of funny spoof set of prints that has been floating around online. There is also a female version done in a Diana Prince style where she basically says the same thing. I'll post that one too at some point. :)
